Washington solar cancellation rights

3 business days from contract signing — RCW 19.95.020(4)(r) (SHB 2156, 2024): 'CUSTOMER'S RIGHT TO CANCEL: YOU HAVE THE RIGHT TO CANCEL YOUR SOLAR ENERGY INSTALLATION CONTRACT WITHIN THREE BUSINESS DAYS OF CONTRACT SIGNING.' Cancel by written notice via email or certified mail; contractor may not enforce the contract or charge cancellation fees, must release liens/security interests within 20 days, and may NOT charge any payment before the rescission period expires. FTC Cooling-Off Rule (16 CFR Part 429) also applies.

The law

  • RCW 19.95.010–19.95.060 (SHB 2156, 2024 — solar energy installation contracts; disclosures, rescission, licensing, deceptive solicitation ban)
  • RCW 19.95.050 (violations = unfair/deceptive acts under the Consumer Protection Act, ch. 19.86 RCW)
  • FTC Cooling-Off Rule, 16 CFR Part 429

Contract notes

Private cause of action for damages for noncompliance (RCW 19.95.040). Any seller/installer of residential solar systems costing ≥$1,000 (labor + materials) must be licensed under RCW 19.28.041 and use a compliant contract. Covers financed purchases; mandatory notices on loan timing, tax-credit eligibility for fixed-income customers, roof-replacement uninstall/reinstall costs, and utility interconnection approval before work.

Enforcement watch: No AG consumer-enforcement action on residential solar sales located for 2024–2026. (WA AG joined the Oct 2025 multistate suit against EPA over Solar for All termination — a federal-funding dispute.)
